They are free to answer it however they wish, a 2nd generation japanese american could equally say Japan, or whatever city/state they grew up in. It only get's awkward when someone follows it up with "no where are you really from," which is idiotic. If you want to know their ethnicity or ancestry, just ask them don't try to use some kind of weird dog-whistle.
