In fairness, the Portland occupation started as a march/protest at the facility on Sunday and things just kinda spiraled, so this could too! I agree that everyone stopping by to wag their finger then going about their day isn’t great, but everything needs a starting point.

A vigil involves getting off your rear end and actually going somewhere and interacting with your community, so while it certainly may be low effort, it's infinitely more effort than "thoughts and prayers". Moreover, probably 100% of the people attending are strongly in favor of policy and social change to end not only the current horrific situation but reform US immigration to be more human in general. "Thoughts and prayers" is ridiculed because it's offered up by people blocking numerous straightforward actions we could take to reduce gun violence.
