A grip safety means the gun won't actually go off unless someone is holding the gun. A trigger safety means the gun won't go off unless an actual finger is on the trigger.

It is because it's partly due to not wanting to update their firearms training from the days when Double Action (DA) revolvers were the standard sidearm.

With a DA or Single Action (SA) revolver they were taught to basically rest their trigger finger on the trigger if holding up a suspect (simplified version). This was "less bad" because revolvers tend to have much higher trigger weights (in DA mode) or can't fire till the hammer is cocked anyway (SA mode) and guns that could do both kinda did a "best of both worlds" where you could squeeze off a shot if needed in DA mode (hard pull, and inaccurate but if at close range that's maybe not that much of a problem), but cocking the hammer gave you a much shorter and lighter trigger weight to let you get off better shots.

Jump forward to the modern era of striker fired semi-automatic handguns. Trigger pulls are extremely light compared to a revolver so with the new Glocks or other brands rolling out accidental discharges keep happening because the old training is still to rest your finger on the trigger. Instead of updating the training for new recruits and retraining old officers, they took the bad and lazy route of trying to make the guns more like the old revolvers. But this introduces the mentioned trigger weight problem and the fact that striker fired guns don't work as well with heavier triggers anyway. And they're increasing the weights by 200+% in some cases (2.5-5lbs to 15+lbs) which involves custom aftermarket springs.

It's super dumb horseshit and a big reason why I think regular beat cops shouldn't be armed in the first place.

You don't have a bullet in the chamber. But that means you'll have to pull the slide back before you're able to fire it.

Theoretically you're not pulling the gun out until the situation gets to the point that firing it is about to happen; otherwise it's secured in the holster and the point is moot. It's not like an M16 that you're carrying across your chest because you're in a war zone, and there's no way to stow it away safely, so you need that safety switch to help prevent accidents.
