And this is leaving aside the demographics issue. For the most part, all replications of Milgram have been performed in populations of largely-European descent. There's only been one replication performed outside that population, Shanab and Yahya (1978) at the University of Jordan in Amman, and that replication came back with entirely different results. This suggests that if anything, it's likely to be a cultural effect more than a human universal. I mean, it wasn't an out and out near-fraud the way Stanford Prison Experiment was, but Milgram doesn't have near the reliability folks give it credit for.
