Pretty much. I don't think anybody rejects that rich oligarchs not based out of the USA did things in the last election. Mitch McConnell and the Federalist Society are doing a hell of a lot more long term damage than Trump (and Trump is only able to do what he does because McConnell refuses to do anything about him). Crimea is over 90% Russian and was only part of Ukraine because Kruschev gave it to the Ukrainian SSR in the 50s.
