Tory has soft power in this instance, which is that if he wanted to he could use the platform he has as mayor (i.e. when he says things they make headlines) to paint this as an undemocratic and anti-representative move, which it is, and to say that he'll fight it as a result. Yeah, he doesn't have the legal power to stop this in any way, but if he were to stick to his guns and try to actually raise hell over this issue, there's a good chance he could force Ford to back off. But he doesn't want that fight because he's a coward who's afraid of taking a definitive stand either way in case it offends part of the Toronto electorate, and because he doesn't actually disagree with the end result of a less democratic Toronto where business and developers have more power, so instead he's thought up a way where he doesn't have to make any decision at all.

There's no legal leg to stand on opposing this measure, municipalities have no power or defined structure except what is given to them by the province and the province can change it at will.

There are no serious challengers to Tory and only the deadline for councillors to apply is being extended, not the deadline to apply for mayor, so by 2pm today Tory is effectively mayor again and Council will be shrunken so that his opposition will be cut off at the knees.

I have a hard time getting upset by the actions of Ford or Tory, because they aren't what's keeping progressive policies from being enacted. The thing that keeps the right in power is the lack of grassroots organizing by the left. Full stop. It doesn't matter how many Councillors there are if you've got an organized constituency voting behind you. Right wing politicians have it, progressives do not.

I don’t support what ford is doing but it seems to be resonating with the electorate. A lot of people are bitter about an allegedly dysfunctional city council that never gets anything done and they dislike politicians so this is actually playing to Fords success. Remember he was elected because most of the province thought the liberals were being wasteful with peoples money. Outside partisan left wing circles the moderates and right wingers fully support this as a sign of hard work and fiscal responsibility. Most people don’t even talk to their city councillors and see municipal politics as something done to them rather than by them so they’d rather just destroy the thing than attempt to use the levers to affect change. Enjoy the stranglehold the suburbs have on Toronto.
