Other people back this because banks already have a supervisory regulator, whether it's the FDIC, Fed, state supervisor, or OCC, and IIRC they already examine for MLA compliance. When the CFPB started up they ticked off a ton of people by refusing to coordinate with other regulators on scheduling exams and pulling information. It meant a ton of extra work without much purpose and it alienated everyone else from the get-go. They've gotten better since then, but the early days were such a pain in the rear end that they haven't had many people defending them from the "gently caress everything Obama did" types. So the face value reasoning is, "eliminating duplicative examinations and information gathering" - burden reduction, in other words. Sucks rear end, since the agency is a great idea.
