Kilos are mostly made for littoral/brown water operations, and Russians like(d) to keep their towed arrays in those bulbous 'doohickeys.' A towed array would be useless in shallow water, and they can't be used in deep-water boats within ~1-200 feet of the bottom or you risk dragging or damaging/snagging/losing it. Deletion of the rear sail also would give the ship a cleaner and quieter draft through the water with less wake and disruption.

It's been about 15 years since I saw GotF, but it didn't make me sad, it made me angry and I hate that movie. I felt the tragedy was mostly caused by the laziness and selfishness of the big brother. If I want to feel angry I'd rather watch Now and Then, Here and There.

As has been pointed out, an actual separate service is a Big Deal. A space command? Much less of a big deal. The Big Deal isn't boohoo military in space or haha, we're colonizing mars, it's stuff like setting up, from the ground up, how they recruit, train, equip, etc their entire force. Whereas a command pulls from existing forces to build a force structure. The former is much more money and manpower and legally intensive.
