Freep is February 1997, SA is January 2000 (the main SA site being November 15, 1999).

By far the oldest still up internet forum on the web is The WELL - which started pre-web in 1985 and became available on the web shortly after NCSA Mosaic, as the first really functional web browser, became available in 1993. (The WELL was also one of the first ISPs open to the public at the time too, instead of just being for businesses and colleges).

There are likely several others that came on around that 93/94 time period and manage to still be alive, but The WELL absolutely gets the priority for its earlier internet presence (it was accessible through Gopher before web browsers for instance, though when it started in 85 it was just a bbs) and the fact they still maintain a good 3000-4000 active users at any given time.
