This is largely to do with writer credits and royalties, I believe (happy to be corrected by people with better knowledge of writers' contracts in LA at the time than me)

This has always been, in my mind, the biggest source of "why didn't they just...?" in Star Trek, to be honest, but since it was introduced as a concept in the Star Trek universe in "The Trouble with Tribbles" I can't fault it because, cliche as this opinion might be, TTWT is completely perfect and to change it would be heresy.

Only if they don't take care of it in the original negotiations. Ro was going to be on DS9 but the actress turned it down so they modified it into Kira.

I'm obviously being a little facetious, you're supposed to approach Trek with the assumption that people, Especially Picard, are morally upstanding and that the inferred sexism and unfair pressure on subordinates, etc, is just that, inferres. The writers seemed to forget that with Garak too, like "oh yeah I was a gardener at the Cardassian embassy on Romulus" as an access point, but uhh? Second Skin (and Star Trek generally) show that you get the cosmetic surgery to look like a member of the other species, you don't need an excuse to be Cardassian on Romulus, you'd just look like a Romulan. Of course Garak's messing with Odo and is a pathological liar, not to mention doesn't actually want to face consequences for whatever murders have gone about, so he's certainly lying at least to some extent about it, but tbh I think in that particular exchange, the writers simply forgot. However, imho it's why Garak's shown as actually knowing other languages, like Klingon, because otherwise you could be sussed out pretty quick if you couldn't speak the language without the UT. I dunno, there's always that fine line between "it makes sense if you turn your head" and "hey writers, you forgot [x] thing again".

I think Michelle Forbes is great, but Nana Visitor was just perfect for that role. They needed an ambitious, intense, angry riot grrl and they found one. Forbes is a very internal actor, she does a lot with a raised eyebrow or a glance in the distance, and I just can't imagine that working for Kira.

Nana Visitor makes Kira lovable which is a pretty crazy feat, because there's genuinely a lot to dislike about Kira. But Kira's great!

That'd be an interesting show to watch on inter-dimensional cable. I wonder if they would have toned Ro down into the bland-character muck with Paris and Kim and Chakotay, or managed to keep her interesting. Of course Garak was loving with Odo, but you're overthinking it a bit. What does a gardener do? Pull weeds, snip and prune unruly growths, keep things pretty and clean by all outward appearances. I'm sure a gardener at an embassy between two powers known for their, ah, vested interest in security and intelligence was quite bored.

He was a very good gardener, though.
