And oh, that means we can also take you grannies' medication when she has her 70th birthday" how do you judge what's relevant? does the legislature vote on it? then you've just moved the vote on the amendment to a vote on whether the amendment should be voted on, adding an opportunity for succ to go "i would have voted for it if it had actually come up but we couldn't bring it to the floor tee-hee" or conversely "i didn't vote for it, i only made sure that it got a fair up-or-down vote" does the committee from which the legislation originated vote on it? then you need to rework how committees work or it will only take one succ to torpedo any bill does an appointed scholar or panel thereof make the call? if they're appointed for long terms you've got all the problems of the supreme court, even if they're appointed per session it basically codifies the hastert rule do you just limit the length of bills? most things considered at the federal or state level are pretty loving complex, this limits the ability of the government to actually fix things rather than just "the congress resolves that x should not be dicks" it also opens up plenty of general fuckery like "this is a budget bill not a foreign policy bill, amending the line item for bombs to include 'shall not be sold on to Saudi Arabia if we know they're going to be dropped on Yemen' is outside the purview" or "senator manchin agrees with us that carbon dioxide is not a pollutant, so even though you can probably whip him to vote for the clean air act as a whole you're not getting action on global warming in it" it's also both deeply antidemocratic, and opens the pandora's box of allowing a legislature to restrict a future legislature's actions - there's a reason that even the most hallowed traditional rules of the house and senate are re-passed each session and technically optional, while actual hard restrictions on their powers derive from either explicit constitutional provisions (nominally the will of the people) or the ability of other branches to refrain from enforcing.

That reminds me, I'm super glad that easily available fentanyl wasn't a thing back when I was a heavy drug user in college because I'd totally be dead. The most recent F-Plus episode is has a story from a guy who was confused that his acid blotters weren't doing anything, then posts a day later with "I'm an idiot, I mixed up my acid blotters with my fentanyl blotters! I just got back from the hospital, silly me" and I'm just thinking "christ that sounds like something I'd do back then  "

Also going by that graph I wonder if you can see other economic boom/bust cycles on the graph of cocaine use, like you can clearly see it suddenly drop around 2007/2008 while other drugs mostly kept on trucking, I assume because it's the happy drug you do when you want to feel like a rich rear end in a top hat
