UEFA changed the manner of assessment for Annex XI after it had been published, and after accounts had been released. City threatened to take UEFA to court over FFP (which, afterall, no longer had anything to do with stopping clubs going into administration, but was there to restrict anyone new breaking into top level football with investment). UEFA backed down and went for the voluntary settlement. It was public knowledge at the time that we were threatening to take UEFA to court, and had started proceedings. There's nothing new in any of this if you were paying attention at the time.

They never actually forbid the players from taking part, but leaving your club team in the lead up to the playoffs would have been an issue so nobody went. Also the Olympics is set smack in the late season push of the premier league. The world cup is in the off season for most leagues.

Pretty sure Olympics are always July-August and never interfere with league schedules in Europe. Champions League always ends after domestic leagues and there's no way Barcelona would have let Messi play in the Olympics before the CL final.

I'm not going to defend the financial poo poo, but the booing has as much to do with how poo poo UEFA have been about punishing racial abuse and other ridiculous nonsense. For instance, fans take badly to being banned from a stadium because the other side has been persistently racist, who then actually get to sneak their own fans in and receive no punishment and in fact have their stadium ban reduced subsequently.
