Anyway, this all started with a throwaway shitpost by me basically complaining about "people abroad having differing definitions of words and mine are right goddamnit", so it doesn't really matter. tl;dr If you're in Europe people are going to look at you bemusedly if you describe their system as socialist.

This definition defines state capitalisms such as modern day China, which represents a significant departure from socialism as portrayed in 80s USSR which is different from that of 50s USSR and China, which is all together different from the Christian Democracy parties that evolved into the successful parts of the European economy that aren't Britain or Germany. Moreover, the quoted definition describes (some) facist dictatorships, monarchies, classic aristocracies and colonial governments. These words are hard, but I can understand why peoples living in daytrip range to the old Soviet border might be shooting for more specificity in then language. Unfortunately, I don't know of a generally accepted Linnaean style classification system for governments (since politicians are wordmongers), but it would help.

I would argue that the practical definition would be any government that has UBI, UHC, job programs that actually aren't huge scams, free K-12, and free or significantly discounted post-secondary education. On top of that a government that isn't actively hostile towards unions, and has the ability to reign in corporations when capitalism runs amok. How they pay for those programs is the wildcard, because populations, corporations, and natural resources vary wildly.

Trying to disconnect national identity and history from a government is hard and there's whole areas of Sociology and Political Science theory that try it, but that's largely the framework as I see it. How they deal with everyday citizens, how they deal with corporations, and how they pay for it.
