To this point he’s been restrained by someone telling him how badly it’ll play out, both from a results and public opinion perspective, and his own inability to actually confront anything.

I imagine before this is all said and done he’ll order an investigation to buy a news cycle or two that will go nowhere.

There are several lawsuits filtering around but congress isn't in session yet so there's really not much they can do.
