Google has never been piracy-averse.

on one hand: idk how many posters remember pre-Google and how internet search used to rely on either lovely crawlers (literally Webcrawler) or human-curated lists made by employees of Yahoo and AltaVista. Google was incredible because it was a crawl search that sorted by the context of what you were likely looking for, not just a random list of all the crawled pages that match the text string, it did the whole thing automatically, and was the only engine capable of that for years. It's entire raison d'etre is to automate the process of finding useful things online, better and faster than a team of humans could do- it's difficult to appreciate how groundbreaking it was unless you remember the Web Ring days, and it's difficult to imagine human curation of that service being anything but a step back (that said I kinda miss the 'internet yellow pages') on the other: Silicon Valley has a tremendous boner for automating all forms of labor, which would be very cool if we lived in a society that didn't require work to stay alive. Refusing to extend a livelihood to people in order to keep executive compensation high is, imo, wrong, especially with a case like Facebook where having more human, and less algorithmic, admins would improve the service for its userbase. So. Owing to disruptive automation ideology, I'm skeptical when a tech company throws its hands up and says "we cannot possibly hire a human to do anything here, thus is the limit of our imagination"

Google already has full editorial control over autocomplete. They've blocked autocomplete for the work "Kodi" due to piracy concerns. It's a heavily moderated part of search.
