Colorado Springs is insanely conservative as mentioned, so they decided to cut all their funding instead of raise taxes. they elected a real estate guy with no political background who was an ENTREPRENEUR who would RUN GOVERNMENT LIKE A BUSINESS! they turned off street lights so copper thieves took all the wiring. it was a total disaster. Just financial seppuku. the voters eventually got fed up, voted for taxes and things got way better.
