My takeaway from the Sleepwalkers was that in the planning for a continental war pre-WW1, France had figured out that events in the Balkans were a likely source of conflict between Russia and Germany, and they were totally fine with tying themselves into this largely because they (especially Poincaré) wanted revenge on the Germans for 1870. There, many people thought it was better to have a war on that moment than wait for another few years. Poincaré because he wa about to be voted out and the germans because they thought the Russians would be too strong a few years down the road. I hope there's no similar calculus at play where the decision makers think they're in a good enough position now as opposed to when they're out of water and forced to act.
