Obviously there are a lot of caveats that come with any poll but the larger media orgs will probably just go for likely voters in a certain area. With out having specific data or instances off the top of my head, you could effectively get a wash in terms of results which could make it seem like support is closer than it truly is (say a LGBTQ ordinance that would only effect one city being overwhelmingly popular inside the city but the poll is run at a county or state wide level where the areas surrounding the city hate the ordinance). Which does go to your point but in the end isn’t very helpful because it’s not telling anybody anything they don’t already know. It may not always been the intention at the start and can just be the result of bad practices. Internal polling run by campaigns is usually very accurate- you want to know what messages are resonating the most, where you are weak, etc. It does you no good in managing a campaign to have inaccurate data. The real issue most of the time is paying attention to what the polls are saying and that’s where a lot of campaigns fall short.
