HUD is essentially saying online targeted real estate advertising is illegal, and the ad platforms (Facebook, Google, Twitter) are liable.

What triggered it to happen right now was Facebook just announced they settled a private lawsuit over the advertising discrimination, and HUD apparently didn't like the terms.
