Seems to me like the whole point of going to that effort is to set a trap for Barr. Now there's one more person caught in the net who had specific instructions to do the right thing and opted not to. Whether or not Barr's behavior rises to the level of criminal I really couldn't say, but if nothing else he might drop some more "Trump told me to write a report that said no collusion" evidence, and this story is getting more play from legit sources than the initial Barr letter did.
