This is generally not a good avenue of inquiry. Those states contain around 6.5% of our black population and 2.5% or so of the white population. The reason living standards there are so terrible is unavoidably linked to the history of racism in this country.

And that's before you ask dumb obvious questions like how this is intended to prevent further abusing from the convict.
