It's a seasonal costume shop. I assume it's just American but I dunno. They're kind of unique in that they occupy normal retail spaces but only for a few months. You cannot find one anywhere for most of the year and then during the leadup to Halloween they will suddenly appear everywhere. They just move in everything needed for a retail operation like overnight, then shortly after Halloween is over they just move straight back out. It seems they just target whatever empty retail space happens to be available and I'm guessing they get a short term lease for cheap.

They've been around for a pretty long time, in my area anyway. I'm pretty sure I remember going to them back in college at least (~16-18 years ago). Wikipedia says they started in NJ so if you aren't in the northeast they may be newer in your area.
