You're correct in principle: the intel committees in theory have access to TS/SCI material, and there's an elaborate security apparatus around how they hold hearings and conduct deliberations to accommodate this. On the other hand this isn't automatically extended to any congressional staff.

This is complicated by the fact that TS/SCI clearance is a lengthy and expensive process. Almost everybody in government ends up getting a secret clearance, which you just need a birth certificate and a pulse to qualify for. But a TS/SCI clearance at all involves the Feds interviewing your family, coworkers, teachers from school, and so on, as well as a close investigation into your `lifestyle'. And that's just for the specific matter you're being read into. And there's no path for private individuals to acquire a TS/SCI clearance by themselves. Like if you worked on something where you needed a clearance previously there's no way for you to just maintain or renew it. This means that there's no standing pool of people that members of Congress could hire staffers from to insure they were pre-cleared.

I don't know the current state of affairs, but a couple years ago there was a push to allocate funds to insure that every member of one of the intel committees could have access to one staffer with a TS/SCI clearance. But I have no idea where things are right now.
