The intent does matter in the eyes of The Hague, though. And even if it was exactly the same, you're comparing a single apple on the one hand (the U.S.'s) to an entire loving orchard (Russia and Syria). The scale of it happening intentionally by Russia and Syria is completely insane, and our massive fuckups are a drop in the bucket compared to that. Even setting aside intent, comparing them isn't at all fair because the difference in frequency and scale.

The US, easily having the capability to not murder civilians continues deliberately performing military actions that not just kill the occasional bystander, but wholesale extended families. Yes we aren’t running up the high scholar count, and yes we paint that as a good thing. In either case our capacity to be moral and just means that our accidental indiscretions are heinous and cruel.
