It's a room that is specifically for discussing incredibly sensitive and/or classified information. It is hardened against surveillance and swept to ensure there are no monitoring devices. It is essentially an information clean room and bringing in phones is explicitly a violation and national security risk. Actively broadcasting from an SCIF is unconscionable.
