Back when Zootopia was out, a bunch of people in the animation thread in C/D talked about wanting Zootopia stuff, but Disney seemed to be doing very little with merchandising that despite it breaking some kind of box office record.

Zootopia was a gamble in terms of it being completely new IP & Disney does get a little gunshy with that. The Mandalorian is also a little bit of a gamble in that it's the 1st live-action Star Wars show but TBH not believing in Favreau to deliver a hit seems… excessive?

I mean, the latest Lion King did well financially but left a lot of people cold in terms of reviews. Still, the dude helped create the MCU; give him a little credit.

To say they thought it wasnt going to be marketable isnt quite right but remember the Mandalorian series came out of shitcanning the movie because Solo was a bomb so I would think they might be cautiously optimistic.
