Serious question: what purpose do motorcycle cops serve? I can't think of anything other than possibly highway patrol in low traffic areas, and even that is questionable. Limited capacity, no significant upgrade to range or speed, possibly maneuverability? Europe makes more sense than the US since so many of the roads are so much narrative, I just don't get it in Texas.

It's a way of identifying cops who would rather generate revenue than do real policing, and then vectoring them into a position where they can do it in the most personally dangerous way possible. In my old dept, patrol units would generally give verbal warnings unless the driver had a warrant or was driving absurdly dangerously, but good luck if a motors unit stopped you. Those guys would write for everything. In theory, the motorcycle unit could better pursue under challenging road conditions, but in practice, the dept only pursued if there were no other cars on the road, because the risk of causing a bystander to crash wouldn't be worth nabbing someone for the gun/drugs/warrant they were running from.

I knew a bicycle cop in the guard that would catch college kids with drugs and then coerce them into the guard by looking the other way so he could collect the referral bonus. He retired as a cop and from the guard, a couple kids died.

Lots of accident response. Aside from a small national level squad of dedicated riders, each department must maintain a minimum pool of motorcyclist for event security. These are additional specialisations for regular officers and very sought after with multi year waiting lists. Can't fail to meet training standards when you don't get training. In reality, I cant, american police departments are subject to wildly different laws, training standards, department cultures and discipline procedures even if they're adjacent departments. Units that train together and use better tactics, like ESU and SWAT usually show up later. Patrol cops have been referred to as "blue canaries" in several trainings I've been to. They're expected to get shot.
