The internet is extremely resilient outside some protocols - if they gently caress with BGP, for example, they could do some damage. But they don't want to bring the internet down, cause they need a way to get to the US.

I work in IT but not specifically in infosec, so I'm not currently an expert, but my view is that they'd trigger threats they already have dormant in key US places - start encryption actions, spread malware where they already have privilege escalations, etc.

They might be predicting a real war and not want to lose those accesses though, so there's no telling what will happen.
