Sure is nice to be able to make a decision like "Better to have it and not need it, than need it and not have it" under circumstances where you can count on having the discretionary ability to buy "it" when you need to

Yes, even if no civilians are hurt at all it's a warcrime.
Your are allowed to do all kinds of nasty poo poo in the pursuit of warfare. You can drop incindiaries on troops, you can decide to accept that a level of civilian victims is acceptable to hit a military target. You can kill defenseless, retreating or fleeing troops no problem, hell you can arguably kill troops trying to surrender to forces that inherently can't take prisoners. But whatever you do has to have the goal of weakening the other guys military. Statues, monuments and even that culturally significant tree are not valid targets.

winter storms aren't inevitable in the southeast, though. snow of any accumulation may not fall at all in a year. the level of equipment and infrastructure necessary to keep cities in more northern american climates operational during the winter months could well go unused for years at a time in southeastern climates, and you're not just preparing major interstates (which the state does) but also major county/local roadways, and you can't expect local governments to pay for equipment and training they might use two or three times per decade versus the regular, weekly use seen in places where snow is common

e: side note - in all climates, a lot of winter weather cleanup is handled by private contractors anyway. nowhere is it really cost effective to keep all of the resources necessary to clear roads on the public payroll

since winter storms are so infrequent, the safer (and easier, and cheaper) option is just to cancel school, which forces many adults to stay home as well. just keep people off the roads, and the weather will pass in a day or two. it's best to keep people from driving in snow and ice as much as possible, since it is more dangerous as people make bad driving decisons everywhere, all of the time. but it's a risk that people have to take in colder climates since you can't expect people to just stay home and indoors for months. this is a much more feasible plan if you shut down school and government for at most two days

the winter storm in 2014 wasn't even that much snow by local standards. but it wasn't clear if snow was going to happen until the night before, and suddenly canceling school makes parents cranky since they have to spend all day with their kids. but when it was apparent that snow was definitely about to fall, local schools started closing early. this means that parents sometimes had to go pick up their kids, or go home to be present when their kids arrived. so all the traffic that normally happens late in the day happened around the time the snow started falling. there was an instant traffic jam, and then the roads froze too

the problem isn't lack of investment for roadway preparation, since that prep would not be cost effective for local governments (the state does have salt/sand trucks) and would not have solved the problem anyway. the problem is systemic and unchecked suburban growth leading to a dependence on automobile modes, which is a system that constantly fails in times of crisis caused by bad weather. the fires in paradise, ca and the deadly traffic in houston due to a hurricane evacuation in 2005 are similar examples of the vulnerability this dependence causes. we simply cannot handle the level of traffic generated during extraordinary events if everyone gets in their car at the same time. blaming a lack of salt trucks is too narrow a scope, you have to question instead why it is so utterly critical to keep roadways cleared in the first place
