Got it. Yeah that's a pretty broad definition, possibly more restrictive than CA? I haven't lived there in over a decade. I can't see that passing in current form. It's VA so anything can happen, even with a majority in both houses. I'd personally like to see universal background checks pass, and I'm not frightened of cosmetic feature bans due to a childhood on the west coast where I still managed to hunt/shoot a shitload of guns without my freedoms being tread upon

That being said, we regularly rattle the saber by spending hundreds of billions on conventional warfare and no one can afford to match that its the only parity option available.
