one, they had the translation ready and on hand, which lets you know it was a staff tweet beyond all question. two, a cohesive thought is carried from start to finish, over the course of several lines. scavino has learned the art of random capitalizations to approximate his boss, but he has an attention span and also a brain not moth-eaten by dementia.

If by random nouns you mean 'Presidency' and 'Administration' those would normally be capitalised in most company communications, hence I believe it isn't a raw tweet

The New York fed contains a substantial amount of the world's gold reserves (As showcased in the seminal documentary Die Hard with a Vengeance) and is a fairly important cog in international commerce.

Isn't oil the world over traded in USD? I don't think (but please, someone correct me) this would be Iraq losing access to dollars in a strictly literal sense, but losing access to a key part of the US and hence world financial system.

If you remove "laughable", the sentence stops making grammatical sense.

It's quite clearly said that Iraq has an account at the Federal Reserve Bank of New York, and that international oil sale revenue is stored on this account, giving Washington a handy way to steal all of Iraq's oil revenue whenever Uncle Sam feels like it.

The question about whether it worked like this before 2003 is sincere, by the way.
