I've made it work before at -holyshit degrees (I forget exactly but it was -25 or less), but also flipped the water up and away from me and with the wind because at the very least I didnt want a cloud of snow in my face.

in 2008 there was a spam virus that warned in Finnish about the meltdown at the nuclear plant in the town of Mikkeli and how the fallout cloud is spreading and authorities are not allowing media to report on it... the problem was there are no nuclear plants anywhere near Mikkeli

We checked the wind direction beforehand.

Typically not an explosive process but they could have been spraying something pyrophoric or had an accumulation of flammable materials that ignited the gas. This process is really common, probably just a plain old industrial explosion. Not typical for the Houston area.
