Yup, that's them removing cattle from illegally deforested areas. My father actually worked at IBAMA (technically still does but now ceded to another public institution), he was a national park manager and he'd regularly go on armed patrols with the environmental police after poachers, hunters and fishermen on protected areas, thankfully nobody ever shot back but in isolated regions agents get murdered on the reg.
