The government can incentivize producing masks and ventilators, but they cannot adequately incentivize scaling up production capacity, because at the end of the day the companies would be stuck "holding the bag" in the form of production capacity they don't want. The government could buy back that capacity in theory but then we're into "why doesn't the government just manufacture this poo poo to meet its own needs" and suddenly we're doing socialism.

The one and ONLY reason I feel bad about Boris potentially dying is because his gf is pregnant and has coronavirus.
