They have always made their “targets” more likable by humanizing them through benign exaggeration, making them seem as familiar and harmless as a character on a sitcom. Consider how their most potent satire was having Gerald Ford fall down and be a well-meaning bumbler. I mean, think about the personal politics of Chevy Chase and Bill Murray, not to mention Lorne Michaels. It was a bait-and-switch from the start. The only actual politics the show’s ever had was when Amy Pohler said people should vote for Hillary in 2008 because she’s a bad bitch who gets things done (lol).

How does it interact with interest, though? I haven't seen any mention of it in the articles I've seen, and if it keeps accruing in the normal fashion I can see a whole bunch of people stuck paying 5% of discretionary for 20 years. Better than the current system, but still a significant income drain at exactly the point in people's lives where they have mounting expenses (from all the other stuff Biden isn't fixing).

The actual answer here is to just get rid of means testing and give the same benefits to everyone, and increase top tax brackets to compensate. Not only does it remove perverse incentives, it's much cheaper to administer because there are no edge cases.
