I don't think it's Trump's base that will somehow force everyone out again, I think it'll be congressional (in)action on further stimulus packages that will change public opinion and force people to take that risk because they will be well and truly unable to care for themselves and their families. If the stories are accurate, the notion that the I in the DJIA is acting extremely cautious about reopening the economy might keep that from happening, though congress will still waste time with the usual game of brinksmanship.
