Considering how dire post-ds9 star trek is the alternate timeline where Jake became Tony Todd seems like the optimistic future. Nog made Captain, Quark got his own moon, Morn is still at the bar, and the Klingons kicked the Cardassians' asses so hard that Dukat never got the chance to invite the Dominion for help.

I think what I miss most from Picard is the Picard Speech (TM). Some ostentatious alien dickhead would make a proclamation about Picard or humans or the problem of the week, and before jumping into action, Picard would always lay out his response in a measured tone. Remember when Picard beat down Judge Sati by using her grandfather's words against her during The Drumhead? Can you even imagine that Picard standing up to Admiral pottymouth in STP?

Because the writers decided it did. At least until Picard, at which point the Romulan Empire both exists as a political power and doesn't, simultaneously, depending on where you're looking at the time.

I mean it's really not outrageous. All the numbers are funny numbers that don't matter, but there is plenty of historical precedent on Earth for empires that came from small territories or overcame inferior numbers. The Roman and British empires reached out from small lands to control huge swathes of territories. The Mongolian empire was numerically inferior to basically every foe it faced, and was completely dwarfed in numbers by the Song and Jurchen dynasties of China, which they crushed. And given the cultural differences between Romulans and a typical Federation member, it's not hard to imagine they are more productive in the military/political spheres. Also I think it's alluded to a few times that the Romulan Empire does include some conquered/client states, but it's never really explored on screen so idk.
