The processing time for a case is not the same as the legal requirements to obtain a green card, and only some categories require an amount of time pass after admission before you can adjust. Refugees and asylees, of the top of my head. The real fuckery here is that AOS applications may be freezing. That means people already physically here trying to become permanent residents. There's a nonzero chance that members of the police attend that church. It's also an evangelical hotspot in a geographic area that's otherwise mostly Catholic.
