But to address your point, if we're going all the way back to the MOVE bombing for examples, we know that the cops were intentionally inserting people like William O'Neal or turning people like Eldridge Cleaver in the Panthers to advocate adventurist tactics, and then using that as justification to arrest or assassinate leaders in the party. But there's plenty of lower profile cases of the FBI giving environmental and animal liberationist groups explosives in the 90s.
