Just because Iceland banned hunting polar bears with shotguns doesn't mean they were ever killed with shotguns there. They could have just heard about how good Greenlanders were doing with it and spitefully banned it.

I think that Vikings typically landed and then raided goods from the land whereas what we typically think of as pirates intercepted other vessels and took their cargo/ship.
