Same as the primary election a few weeks back- you won't have to lie, they will allow you to put "I don't want to catch the covids" as the reason on your absentee ballot application so everyone in the city can be eligible through at worst a slight exaggeration. You should be much more worried about what is currently happening to USPS, requesting the ballot and filling it out are not going to be the hard parts.
