You are correct, and the emphasized part is what trips everybody up, but if you think it through that scenario through in terms of a force diagram, there's no way the plane would remain stationary. Unlike say, a car, the engines are outputting thrust independent of the treadmill, and so practically putting a treadmill underneath the plane instead of a runway is only going to make the wheels spin faster. Because friction exists, the plane would move slightly slower than it would on a regular runway, but it would still fly just fine.

The other fun thing is that depending on the plane, it might not actually need any forward momentum at all! The An-2 was famously capable of flying backwards relative to an observer on the ground if the wind was blowing hard enough. Bush planes are generally built for this as well:

This is what I always thought about the flying wing in Raiders. Where were those giant loving landing struts made for a plane 5 times the size going to fit? Struts covered in even bigger, chunkier fairings. It may be a fantasy aircraft based on test nazi designs, but at least make it look partially functional.

Maybe the land gear drops off in flight, and then you just hope for the best on landing, like the ME-163 Komet.
