I'm sure it falls into the realm of conspiracy theory but I 100% believe that major elements of Qanon are directly run by various intelligence agencies, and that they have been for a long time. I don't think they have the ability to move it in any particular direction, mind you (at least not with any kind of regularity), but they can definitely keep it batshot and directionless for as long as they want.
