I'm willing to bet that if it's office work there's a good chance workload isn't being shifted to whoever's actually making an effort (because if it was, the slacking would be Noticed) For example I'm slacking right now but none of the work I would be doing is going to go to anyone else, it's just sitting their waiting for me to get back If forced I would make my 2 hours' work last the whole day, but when I'm working from home I just do it in 2 hours and doss the rest of the time
