That was Captain Kirk! The TOS quarters set didn't have windows, so none of the officers did. As a side note, I love how they built the captain's quarters set and used it for Kirk and then reused it for everyone else, but to differentiate it for everyone else they'd have all these cool homey decorations, so it just comes off as Kirk being the only one lazy and boring enough to live in bare walls and maybe a potplant. The whole modern industry of SFX and VFX were literally just getting started when TOS started airing; before then television was a realm of sitcoms, westerns, and some cop shows for variety. We take so much of this stuff for granted nowadays that we sometimes forget TOS was quite literally writing the book on how to do these things.

Like, most of the really good stuff that they got for season one like the communicators or tricorder or the romulan bird of prey studio model or the hand phasers were done under the table by Wah Chang because his quality was better than others and much faster but he was too asian to get into the propmaker union. Or like how the original plan was to have all of the screens on the TOS bridge above stations, these ones: animated constantly with readouts and ship data, but rules required a projectionist for each one and that was far too expensive, despite that they could've run on a loop by themselves happily. Things just... weren't set up for this.

As kid I kind of liked how Voyager looked because it looked like a "more futuristic extension of the Galaxy look!" due to Sternbach's obsession with grebbles and also the stupid beginning of "pointy dagger ships = AWESOME" crutch that Eaves grabbed and started running with. I realize now that as a kid I was dumb. Constitution and Galaxy class 4 life.

The TNG era Constitution class in Star Trek Online looked pretty good imo Although I do like that underslung nacelle design on Proto-Voyager. It looks better than it does on the Akira/NX class. I think the ratio is better or something.

Something about the nacelles being underneath the ship looks good to me, as a general rule. Stuff like the Parliament class from Lower Decks, or Nebula class. Nebula looks a bit stout since the drive section is just kinda attached directly to the saucer, but it works.

If you compare it to Doctor Who, it looks much more expensive. Special effects age really badly. I think there's also a whole thing of the original series going for an aesthetic that modern eyes don't like. It's specifically exaggerating color instead of muting it or shifting to teal/orange. It looks fantastical in a way that modern designers really don't like doing. Maybe also there's the fact that they're exaggerating color with broken color technology so that it's a really weird palette.

Budget facts! TOS's Season 1 budget in the 60s was $190,000 per 45 minute episode (~$1.4 million today), while Doctor Who's 60's budget was £2000 per 25 minute episode (~£46,000 today). Even for the BBC at the time, that was considered low budget.
