Inside the wheel is probably the best place for him. The gas expansion in the tire only lasts for a bit so you have to get the chuck on fast. You can see the fire blowing out from around the the rim so standing next to it would get you hit with the wash. You can't really use a chuck that clamps on because you need the air to start immediately after the expansion having it going before would push the fuel out. Having someone at the hose valve has the problem of lag time between valve on the filling who knows how long the hose is. The flame that size seems unnecessary but a smaller ignition source would mean needing more fuel which would be worse because too much and you get a boom instead of a puff.

I've never seen it done, but give truck techs enough beer and someone will at least come up with one bad idea. I kinda wonder how a strand of det cord wrapped around the inside the wheel would do for seating a bead. On a large wheel like that tractor or a harvester floatation tire. A car tire/wheel would just end up as shrapnel.

Whether the auto pilot was on or not is irrelevant to the fact that they didn't yield to an emergency vehicle. 'I wasn't paying attention because I have auto-pilot' is not a solid defense regardless of how good or bad the auto pilot actually is.

Even for an airliner, where auto-pilot is used frequently, if there's a major concern or other issue that arises during flight, the pilot must take control of the aircraft and figure out what needs to be done. As soon as you hear emergency sirens, you should be disengaging the auto-pilot on a Tesla and looking around for the emergency vehicle just like everyone else on the road.
