I'm psyched to see two Deaf superheroes in one show, with Clint and Echo. Hopefully they can adapt Fraction and Aja's brilliant Hawkeye #19, the ASL issue, by doing a silent episode and incorporating ASL into it.

Hawkguy could hear at the start of the Fraction series. I think he continually had hearing from when Franklin brought him back to him getting his eardrums popped during the series.

Yeah. Hawkeye first loses his hearing in the early 80s when he blows out his own eardrums to save himself and Mockingbird from the Death Throws. In Heroes Reborn Franklin didn't know Hawkeye was deaf because he kept it a secret mostly, so he came back not deaf. Then Clown re-deafens him in the Fraction run.
