On that note, I had to go to the ER twice recently with not-COVID. I don't have health insurance right now, but supposedly because I was displaying COVID symptoms (fever) and got a test, I qualified for a temporary pandemic-based MediCal enrollment and supposedly will not be charged for my two ER visits. I'm extremely skeptical of this level of social benefit policy being real, but if it is it's a remarkably prudent piece of legislation to come out of California.

I would argue the problem isn't the tax base, people already pay more than necessary for healthcare every year. What you need are strong mandated price controls and an understanding of what you can charge for stuff. Which is nightmare fuel for the current understanding of government among the masses.

And yeah MV is some pretty garbage tier stuff. If the person is lower income they'd be better off getting something from the insurance marketplace with subsidies than paying for MV. The scaling subsidies being available for single people up to $75k/year sounds great on paper, however I imagine that the higher you go on that income, the more likely it is that the individual will be working for a company that offers an qualifying MV health insurance plan. I think the expanded California subsidies are fairly recent iirc, so we probably don't have much in the way of stats, but I'd be interested to see how that tends to shake out. In theory there should be stats for regular ACA subsidies for how many people with reported incomes less than $46k are buying plans without subsidies. In my case I still went with a marketplace plan because a higher end plan without subsidies was the more affordable compared to the top-tier option that was available at work for comparable features.
