Nah, the prophecy is just that a "Hound" will save them. Notice that they are lying on top of a big block of kryptonite.

The SCPA are too busy goofing off and doing dog stuff to help, so they end up being saved by a random loser who just wanted Superboy's autograph. An autograph hound, get it?

I adore how old comics would portray aliens as bug-eyed muppets with literal cartoon faces and like, suction cups for feet and funny grabby claws. They were presented totally earnestly, sometimes even aiming for horror.

It's really, really good and we should bring it back.
