It's because the ad is made by an agency that gets paid based on how many people they get to download the game, and they don't care at all what happens after that. In many cases, the developer of the game also doesn't even care that most of the players will instantly abandon the game, because just getting those downloads to begin with puts their game higher up the app store ranking giving them effectively even more free advertising.

i just saw a documentary on that yesterday. the whole situation is OSHA.txt because the ship sunk because the captain ordered the ship to sail in way too close to shore, the guy steering kept getting conflicting orders, and they didnt sound the alarm and tell people to evacuate until after the ship was listing for bonus points the captain snuck off early with his side piece to sneak in to a lifeboat instead of helping the ecacuation process. 33 people died because of this rear end in a top hat
